Oh.. OK.. Can he move and cast the spell this round? and how far from the group would that pose him?

He can move and then cast, sure. He could also hold until they are in-range (presuming they come closer). The distance straight down to the lowest level, however, is 40 feet. Which is the limit of the spell's range.

Keep in mind, you'll have to anticipate where they'll be when the spell ends, -or- wait until they stop moving to aim it

The stairway will work fine, but where is Yelb extending it to? (East I imagine?) Keep in mind, gravity will be opposite when he crosses East of the rectangular platform, which poses a 20 foot drop.

If he puts the stairway to the bridge, he could fall/step onto the normal gravity bridge without falling 20’ to the ground below. Unfortunately, he cannot sand on the bridge and throw darts at something under the bridge.

However, if the stairway was right alongside the bridge, he could make it onto the bridge, then onto the opposite side (previously the ‘underside’) of the stairway. This might be confusing to read, so I have included a picture. The only trouble with this is the stairway might allow the snake man to come up after yelb! However, yelb could cut the stair short so that only extends just far enough to see and not all the way to the ground.

How far would you like the stairway to go?
Does having it right next to the bridge sound like what you want?

I placed the spell descriptikn here for you. Yelb's current level
weight limit: 400+140 = 540 lbs
max height: 10*14 = 140 feet
duration: 10+10*14 = 150 minutes


Spell “Stairway” from wizard compendium vol 4 (originally from a mag)

Stairway
(Invocation/Evocation)

Level: 2
Range: 10 yds
Components: V, S, M
Duration: 1 Turn + 1 turn/level
Area of Effect: Creates 1 stairway
Saving Throw: None
This spell creates a shimmering, transparent 10 foot wide stairway that ascends or descends up to 10 feet per level of the caster. The stairway can be narrower than 10 feet, but not wider. Additionally the caster can opt to have the stairway steep or gradual; the stairs can be no steeper than 60 degrees and no more gentle than 30 degrees.

The stairway can support 400 pounds, plus an additional 10 pounds per caster level. The stairway vanishes if its weight limit is exceeded. Otherwise, the stairway lasts for one turn, plus one turn per level of the caster, unless dispelled.

The material components are a quartz crystal, powdered silver, and powdered talc.

Wow. I must admit your strategies are much more cool than mine :)
I thought Yelb is on the edge of the inverted gravity zone at point Y so the idea was to come to H with the stair to support him when Gravity return normal and see the snake man at S and shoot him, while in H the snake man can't hide:

It does make sense, and that would work too, as long as you offset the stair from the bridge to be able to see the snake man. And not extending it to the floor is just a bit of 'self preservation' ;)

One thing i failed to include in stairway spell description is
casting time: 5

OK, so I'll go with the one that is faster. Can I extend or shorten the stairs after being cast? If not the stairs will be long enough to enable keeping the snake man at sight even if he moves several feet in each direction.

The stairway cannot be altered once cast except to dismiss it

The magical darkness is impenetrable. Before the snake man rushed off, yelb did notice his sword was magical

Bish fell prone on R3, so he has to spend R4 getting up carefully at the edge of the stairs and reorienting himself
