I found the note about rounding in CompPsiHB under the 'power checks' entry at the start of the book. I think it may be in the reprint but not the old one or vice versa, but this version has it.

Ah, yes, there it is. It's on page 11 of CPsiHB. I was looking at Understanding Power Descriptions on p28.

Looking at See Magic (The Will and the Way p68), what is revealed with the Power Score result? Does
this seem like an interpretation you'd agree with?

Yeah, that seems reasonable. A power score result might include basic funtional intent. Like something with trap magic registering as a trap, or school of protection if it provided magical bonus to saves or AC, etc
