PHB, page 16 under "Intelligence." It's the part highlighted in blue (all optional rules are highlighted in blue).

"If the DM allows characters to have proficiencies, [the number of languages] column also indicates the number of extra proficiency slots the character gains due to his Intelligence. These extra proficiency slots can be used however the player desires. The character never needs to spend any proficiency slots to speak his native language."

So, If I'm correct.
Jaded gets 2 WP's, and 4+4 NWP's?

Then Spyguy would get 3WP's and 3+4 NWP's.

okay, WP's are Short blades, thrown weapons, and guns.
My Nwp's carry over, plus close-quarters fighting, reading, and leadership

I'll be Kufrey Goterbil the Tinkerer (Rey is the nickname).
WP 2 + clockwork (right?) So I guess Long sword, Dagger and could a clockwork crossbow work? Or can I have some kind of folding sword that little blades can be opened or rolled from it's side for extra damage or better hit potential?
NWP 4+4 (do you allow proficiencies other than those in the PHB? like from the link TristenC provided (https://archive.org/stream/proficienciesnetbook/Profs_NetbookV1.txt or the complete book of proficiencies? Also, any special prof. for Tinkerer?)
Languages: Common (free?), Tinkerish? (:)) (Say technical language), Elvish, Dwarvish, Goblin

My druid would get 2 WPs and 4+4 NWPs, right.

Spyguy's fighter would get 4 WPs and 3+4 NWPs.

The clockwork items will be fairly randomized. They will have an indicator (like the (1B) on the NPC) that determines their special mode. As for proficiency, you just specialize with the broad spectrum of the weapon and as a Tinkerer you will suffer no penalty to using different forms of the same weapon.

I'll do the thing for the clockwork stuffles shortly.

Just pm the proficiencies you want Bishgada. If I don't know them, I'll ask for the modifier and description.

I have a pretty good list in my book, but I miss some fairly often.

Jaded, I'm appealing here. Is Short Blades a proficiency? Or do i have to be more specific?

Well, it's chese's game. He's the DM, so whatever he says goes. I can't overrule him.

But as you know from my own games, weapon proficiencies are for specific weapons, not weapon groups. Chese can house rule otherwise if he wants, but by core rules, they are for specific weapons.

The clockwork items will be randomized? Err... Don't the Tinkerer has an intent when creating a device. I'd say he might have an intent and the result would be different but at least close to the original design. No?

The clockwork items that you find are random.

When a tinkerer makes his own item, then yes he can intend it to do a thing.

Spyguy, if I may, I'd suggest you specialize in one weapon. It consumes two slots but you get a +1 to hit, +2 to damage and extra attacks per round and it's one of the Fighter's best attributes.
