Okay. His INT is 14, so a base chance of 60% to learn a spell. That means learning an illusion spell has a 75% chance and a non-illusion spell has a 45% chance.
Invisibility [75%] - 66
Scare [45%] - 41
Summon Swarm [45%] - 28
Okay, he learns all three. I've added them to his spellbook. It's a little over half full now.

Wasn't around when all the OOC chat was active.
Indeed Takhisys is prove enough of Raetmal words, but she brings only desperation. Grubnick proved that other true gods exists and thus immensely makes Raetmal's teachings more reliable. (I mean, once you have one very powerful and vicious god back you might think he was the only one that returned as his followers conquer the world very fast and there seems no god opposes her, but then when you see another one, and got healed by him, after weeks of only suffering and being abused physically and mentally by Magnus and the Belzorites, and a little but by Darewind it does makes a meaningful difference and you can believe the old gods are here again and that they are indeed the true gods. Both Belzor and the Master proved to be false, and every other true god is old.)
Any not evil god in the current situation when Ansalon is taken under unstoppable wave of terror is "good enough".
Will Tulbas have to choose if he is white red or black immediately after the Test? Can it be changed in the future? Does he have to choose a god too? Tulbas is neutral, he just had a LOT happened on him in a VERY SHORT time, but as TristenC said, once he calms down he will be again calculated and less passionate guy.
Tulbas doesn't trust Shima at all. I thought it was very clear from my posts. It might change of course during adventuring.

Yes, yes and yes. As soon as the Test is complete (assuming he survives), he is inducted into one of the three orders. It is possible to change orders, too. Raistlin Majere and Fistandantilus are both examples, having started in the Order of Lunitari and later joining the Order of Nuitari. Well, he can pay tribute to more than one deity. Raistlin, for instance, followed Takhisis until he decided to betray her.
The real problem is Tulbas' age. The youngest person to ever take their Test was Raistlin at the age of 20. Tulbas is 92, which makes him around 14 in human years. That's ridiculously young to take the Test. By rights, he should spend the next 60-80 years training for the Test, not the next week. But obviously, an 80 year time skip isn't practical. Nor would it be practical to limit him at level 4 for the rest of the campaign. So there's really no way around that.

Here's one more question about the NWP I just picked up.
Does having knowledge about ancient history give Haahqae the ability to read/write some of the languages from that time period? Does that take another NWP slot?

No, you need the ancient language proficiency for that.
By the way, Ansalon is in the southern hemisphere, so the further south you go, the colder it gets. So you probably meant that Haahqae was farther north last winter.

If you look at this map, in the area encircled in red, there is another, smaller red circle. That's Haven.
South of that, you'll see a mountainous area. Those are the Kharolis Mountains. In the valleys between the mountains, that's where the hill dwarves live.

If you need to NPC Tulbas please do.
In general I meant to delicately discuss with Haaque the option of exchanging spells.
The ideas is to improve Tulbas chance in the Test. And he would play on the chord that Haaque looks and appreciate knowledge.
Currently I'm waiting to see if something will turn with Keira or Zoya.
With Keira Tulbas want to ask about the two thieves.
