Okay, potion bought, rations bought. The NWP you wanted to learn costs 100 GP to learn, and more pearls added to her necklace. She spends a month at the academy learning stuff, costing her 30 GP, then gets a job teaching navigation on boats that just barely covers her expenses for the rest of the year.

So that should do it, unless you want to spend another 100 GP to identify that dagger you found back on the island.

Oh yes of course, the dagger.
Would it be possible to strike a bargain with someone at the library/archieves, or a researcher of magic? It's an interesting and unusual piece of magic, after all, so leaving it with someone who can study it (and maybe duplicate its magic after that) for the time when she does her teaching might get her a reduced price for the identification.

Okay. The dagger/compass turns out to have a +1 enchantment. But here's the twist.

If you use it as a dagger, the +1 bonus is granted to hit and damage. But if you use it as a compass, the +1 bonus is granted to your Navigation proficiency.

Does that mean that if it's used as a dagger once, it will never again enhance my navigation skills?

No. You can use the command word to switch it between dagger and compass at will. The bonus is permanent, regardless.
