I take it that all the forged permits came from our Bard friend, who is also now in jail.

How complicated is it to get a permit for anything?

Just using some common sense. If he's been north of Haven or in Icereach, he'd have already known about the dragonarmy invasion and wouldn't have been surprised when he did arrive in Haven. Therefore, he's probably never been outside of the dwarven lands or perhaps the Plains of Dust.

Depends on what you want to know about them. As I said, in-character, Shima has probably only heard of them in passing. Out of character, I can answer any questions you might have with my encyclopedic knowledge of the setting.

Or, can I somehow get a permit to carry weapons and leave the city at will for 100 STP.

I bet I can find out myself though, and where do I try and get a permit?

Is either of them appropriate for a sneaky? Or a fightery type (not necessarily army though). Or alignment compatible (LN)?

Or, I guess, the opposites, so opposed to sneaky; or to fightery or to LN?

Do you not consider 100 STP to be 'big bucks,' chese? Anyway, you can ask the army for a permit at the Old Keep. Or you can try to ask the priests at the temple if you prefer.

I think that it was in the 2e books that I read 1 gold is the amount an average (low pay) worker can make in 1 day's work. In dragonlance, 1 steel = 1 gold. Therefore I think of 1 steel as worth about $70-100 (USD or CAD), which means 100 steel is something in the order of $7,000 - $10,000. I don't know about you, but I think some people could qualify this as "big bucks". Using this same assessment, Haahqae's currently getting accommodations in a low-quality inn for 5 silver per day, which equates to $30 - $50 per night with my math.

Of course, depending on how Jaded is playing it, my judgement on money might be very off.

Thanks Jaded - I've dropped that into Word and printed it. Worth a good look. Understand that Shima would only know (a little) of two of them. If I forget that, just stick me back in my box. :)

P.S. Right now, Shima would call 100 steel hugely big bucks. 10steel would be pretty damn good too for that matter.
In passing, I'm sure I read a Dragon article a very long time ago about "the silver standard." Gist was that ordinary people lived on about 1 silver piece a day. This was 1st or 2nd Ed. I think it was by Skip Williams.

Nothing about the D&D economy makes any sense. This is because it was built around being a gold sink for PCs, not with any sort of realism in mind.

Well, remember the whole point of this game is to explore how rough life was during the war. If you were all flushed with cash, then nothing that was happening would matter to you. Prices going up? Who cares. People losing their jobs? Doesn't effect you. Heavy restrictions on citizens? Just bribe the guards.

The whole thing is basically a big test of character. If you want to make some coin, you can. Very easily. You just have to do horrible, despicable, evil things (that is, work for the army of the church). That's sort of the big question of this game. How far will you go to feed your family, or just put a few coins in your pocket? How many of your morals or principles are you willing to violate just to stay fed? What will you be willing to do once desperation sets in?

Normal penalties for dual-wielding are -2 for the primary, -4 for the secondary. But Felran has the Two Weapon Style proficiency, which reduces penalties by 2. So 0 for the primary and -2 for the secondary.
