Yes the proficiency description says melee range only and no spells.

Darkness could be cast at a point in space on an object or on a creature. If it is cast on an object or creature it will move with the target. If it is cast on a creature the creature will get a saving throw. success on the save means the darkness is anchored in space beside the creature rather than upon it, and will not move with the creature. Objects held by a creature will be treated as if the creature is making a saving throw.

Can targets choose to fail?
