But, if granted permission, he'll still have a scan for any writings that reference the Assassin House..

I didn't actually specify this, but when I said refreshed I meant the equivalent to a short rest.
If the group does a long rest, it will start from after dinner. So when Frugold arrives you are 3 hours into a Long Rest, if you decide to continue taking it easy.
